When I draw lines or arrows they show up until I change to another chart or another time frame, then they disappear.  Why is this?

This sounds like you are using the temporary line pen which is designed to disappear when selecting a new chart.  To create permanent markups, select the “markup tool” from the chart tools menu in the upper right-hand corner of the chart (the one that looks like a wrench).   Also, check out this .pdf for extra help:
